This report is based upon recommendations from experts and the community. This report was written by the GMCDI in order to:

  • Understand some of the key development issues facing the English-speaking communities
    of the Greater Montreal Area;
  • Seek, assess and analyze community input on the identified issues;
  • Reflect community concerns and aspirations;
  • Look to community leaders and resources in the Greater Montreal Area for support;
  • Place leadership and decision-making in the hands of community leaders and community
    resources.

In order to organize the information based on strategic issues and topics, this report was devided as such:

Demographics
Health and Social Services
Education
Employment and Economic Development
Social Participation
Arts, Culture and Heritage

A panel of community leaders and experts validated these six discussion documents.
They were then used as the basis for five community consultations, six sector panels,4
and one public forum. The input from these groups was analyzed by an integration panel,5
which helped in the drafting of this report. Consequently, the report reflects the first three
components of the Public Participation Spectrum outlined above.
